reference to Mr. Johnson's letter and enclosures of 10th December, addressed to the Right Honourable the Secretary of State for the Colonies.

2. Apart from private opinions which Mr. Johnson expresses in this letter, I find in it only two statements of fact as against myself, regarding which I now beg to offer the observations called for.

3. The first of these statements of fact is embodied by Mr. Johnson in these words: "the Rev. E. J. Eitel, Ph.D., in the capacity of Private Secretary to His Excellency the Governor, and, as he alleges, by his Excellency's directions, made to me, a Member of the Legislative Council, certain statements injurious to the character and damaging to the social position of a gentleman in this Colony."

4. Regarding this statement of fact I have to make two observations, viz. first, that the statements here referred to were the statements of the Governor himself, repeated by me to Mr. Johnson and in pursuance of repeated urgent instructions of the Governor:
